Development Reviews

Beginning in 2023 and per the 2024 Schedule of Fees and Rates, Englewood Utilities will charge developers fees for staff and outside consultants' time to review water and sanitary sewer plans for proposed developments as well as conduct fire hydrant flow testing. 

Applicable tasks include reviews before issuing a zoning permit, PUDs, Major and Minor Subdivision permits, Conditional Use Permits, all other permits required under Englewood Municipal Code Title 16, and associated tasks. Fees associated with plan reviews of single-family, owner-occupied properties will be waived. Fees will be deducted from a deposit provided by the developer at the beginning of a project.

For residential developments with four (4) or less units, the minimum deposit is $1,000. For commercial, industrial, or residential developments over four (4) units, the minimum deposit is $5,000.

Upon issuance of the Certificate of Occupancy, the remaining amount in the deposit will be returned to the developer. If needed, an additional deposit may be requested during a project if the initial deposit is expended.

Prior to any Utilities reviews of development plans or system capacity verification, other than preliminary reviews completed as part of a Development Review Team (DRT) meeting, developer is responsible for coordinating with City staff to sign a Public Sanitary Sewer System Connection Application and/or Public Water System Connection Application and providing the City with the required deposit amount. Checks should be made payable to City of Englewood. Applications and deposits can be turned in to the Utilities Department at the City of Englewood Civic Center.
