Program Details
Englewood Utilities is taking a proactive approach to eliminating lead in drinking water. Lead in the drinking water is a public health concern that is being addressed by water providers across the country based on guidance and regulations from the United States Environmental Protection Agency’s (USEPA).
Englewood Utilities is pursuing federal funding assistance to aid in the cost of lead service lines replacements for customers. Englewood Utilities included a portion of the Lead Reduction Program in the EPA's Water Infrastructure Financing and Innovation Act (WIFIA) loan, which was secured in May 2022. Englewood Utilities is also pursuing additional federal funds from the federal Bipartisan Infrastructure Law adopted in 2022. This law allocates $15 billion towards lead service line replacement nationally. These funds will be administered through the Drinking Water State Revolving Fund (DWSRF). Englewood Utilities will utilize low interest loans and grant funds to reduce the overall impact on water rates.

For residential customers, Englewood owns the service line that runs from the water main in the street to the first connection at the curb stop. The curb stop (and connected service line that runs to the house) is owned by the property owner. At the curb stop, water leaves the public system and enters a privately-owned service line that serves an individual premise.
Your Water Service Line
Your water service line is the pipe that carries water from the water main in the street to the inside of your home. The service line between the water main and the curb stop is owned by the city. The remainder of the service line, from the curb stop to inside the home, is owned by the property owner.

For commercial and industrial customers, the property owner owns the entire length of the service line from the water main to the building.
The program will go to each Replacement Zone and verify the service line material for all properties with a construction year prior to 1960.
How much lead enters the water is related to:
- The acidity or alkalinity of the water
- The types and amounts of minerals in the water
- The amount of lead that water comes into contact with
- The water temperature
- The amount of wear in the pipes
- How long the water stays in pipes
- The presence of protective scales or coatings in the pipes.

Water Pitchers and Filters
Following a lead service line replacement, Englewood Utilities will provide a free water pitcher and filter for customers to use for six months after replacement. If you do not have a confirmed lead service line and you wish to have a water pitcher and filter, you can purchase one using these guidelines to ensure it is made to remove lead.
Certified filters should be used for drinking water, preparing infant formula or in the preparation of any food where water is a base ingredient or absorbed into the food (recipes like rice, beans and soup). It is fine to use tap water for all other uses (e.g., showering, bathing, laundry, irrigation, dishwashing, brushing teeth, etc.).
Englewood Utilities is providing free water pitchers and filters to customers that have had a lead service line replacement to use for six months. These filters are certified to reduce lead by up to 99%. There is no filter available today that removes 100% of lead from drinking water.
After lead service line replacement, please maintain the water pitcher and filter according to the manufacturer's instructions for six months.

Yes. It is safe to use tap water on your garden vegetables and rinsing food prior to eating. For more information on other potential sources of lead in the home, please visit the Colorado Department of Public Health and Environment’s website.
You should only use a filter that is certified to NSF Standard 53 to remove lead for any water you consume, including ice. For guidance on how to see if your refrigerator filter is certified to remove lead, see NSF International’s guide to certified filtration devices here.
Heating or boiling water does not remove lead. The best way to reduce your risk of lead exposure is to use a filter certified to remove lead for drinking water, preparing infant formula or cooking.
Flushing your water line means running water through your open faucets for at least 30 minutes immediately following your lead service line replacement. This will assist in moving lead particles out of your internal plumbing and prevent such things as changes in water pressure, discolored water, and clogged fixtures.
Lead may still be present even after your service line replacement if your internal plumbing fixtures contain lead or galvanized steel.
